It seems that the System Tuner UI was removed starting with LineageOS 14.1, see this reddit post.The settings which were to be found there are claimed to be integrated with the standard settings and from the screenshot of the UI Tuner I've seen, this indeed seems to be the case (My BQ is also running LOS 14.1, and I can't enable the UI Tuner either). You will be redirected to the Settings app and an alert will tell you that the System UI Tuner has been added. Tap and hold it for a few seconds and then release it. These new experimental features reside in a preference in the Settings app called the System UI Tuner but you won’t simply see the preference there if you open the Settings app. Some features in Marshmallow are experimental and hidden away unless you decide you absolutely want to, have to, need to, try them out.
